4月26日，科技部政策法规与创新体系建设司原二级巡视员、中国科协人才中心专家库专家吴英，北京海归科协主席、海南海归科技创新生态研究院院长关帅一行赴长沙国家海外人才离岸创新创业基地考察。长沙市科学技术协会副主席陶红，湖南湘江新区（长沙高新区）对外科技交流中心主任李唯敏、长沙国家海外人才离岸创新创业基地首席专家谭萧锋参与接待。

陶红、李唯敏对代表团的来访表示了热烈欢迎，并就长沙为建设全球研发中心城市全球引才布局进行详细介绍。关帅介绍了北京海归科协目前的功能、职责及下一步工作计划，协会聚焦生命科学、政策法规、金融大数据等领域，充分发挥海内外权威媒体及新媒体平台，大力宣传北京及国内其他地区的产业发展情况、人才政策、引才需求等。未来，北京海归科协希望进一步联动长沙市科学技术协会及长沙海外人才离岸创新创业基地，共享优质海外创新资源，共同服务“科技创新，海归报国”。
Tao Hong and Li Weimin extended their warm welcome to the delegation and introduced in detail the layout of Changsha for building a Global Research& Development Center City. Guan Shuai introduced the current functions, responsibilities and next step of the work plan of the RIAS. The association focuses on life science, policies and regulations, financial big data and other fields, gives full play to authoritative media and new media platforms at domestic and abroad, and vigorously promotes the industrial development situation, talent policy and talent recruitment needs in Beijing and other regions of the country. In the future, RIAS hopes to further link with the Offshore Base to share high-quality overseas innovation resources, and jointly serve "scientific and technological innovation, returnees to serve the country".
